When you buy a vehicle using a bank loan, the vehicle is hypothecated to the bank. This is indicated as 'HPA' (Hypothecation Addition) on the registration certificate. Once the loan is fully repaid, it is necessary to terminate this hypothecation from RTO records using RTO Form 35.

Step 1: Obtain NOC from the Bank
After your final EMI payment, the bank will issue a No Objection Certificate (NOC) confirming that the loan has been closed. Along with the NOC, the bank will send two copies of Form 35 signed by the bank manager.

Step 2: Submit to the RTO
You need to submit the following documents to the RTO where the vehicle is registered:
  • Two copies of Form 35
  • Original NOC from the bank
  • Original Registration Certificate (RC)
  • Valid insurance copy
  • Valid Pollution Under Control (PUC) certificate
  • Fee receipt for Hypothecation Termination

Once the RTO verifies the documents, they will issue a new Registration Certificate without the bank name.
