In Regional Transport Offices (RTOs) across India, files are processed using official documents called Notesheets. A notesheet acts as the audit log and decision-making record for every application file submitted by a vehicle owner or RTO partner.

Clerk Verification:
When a file (like ownership transfer or loan termination) is submitted, the clerk reviews all documents, checks tax validity, and compiles the vehicle's parameters. These details are written down in a standard 15-row notesheet. The notesheet details the owner name, chassis number, fitness date, permit status, tax paid status, and original document checklists.

Approval Hierarchy:
The clerk records their verification findings, signs the notesheet, and forwards it to the branch head or RTO officer. The officer reads the notesheet summary and grants approval or requests clarifications. The notesheet serves as the legal record of approval, safeguarding RTO processes.
