If you move to a new state and intend to keep your vehicle there for more than a year, you must register it in the new state and get a new registration number. This involves a two-part process: obtaining an NOC from the parent RTO and re-registering at the destination RTO.

Part 1: NOC from Parent RTO
Apply for a No Objection Certificate (NOC) in RTO Form 28 at your current RTO. The RTO will verify that there are no pending taxes, traffic challans, or crime cases on the vehicle and issue the NOC.

Part 2: Re-registration & Tax Payment
Submit the NOC, Form 27 (Application for new registration mark), and address proof to the new RTO. You must pay road tax in the new state. Once registered, you can apply for a road tax refund from your previous state RTO.
